Mix the flour and water together to make a thick batter.

Add the salt, green chilies and soda and stir again.

Heat the oil in a kadhai or deep-frying pan over a
moderate heat.

Drop a teaspoonful of batter,
several at a time, and keep turning them over. Fry unti golden brown.

Remove and drain on absorbent
paper towel.

Soak the fitters in warm water for
10 minutes. Then squeeze out the water and add the chutneys, curd / yogurt and
spices to each helping according to individual taste.
